Change the relationship between Congress and Amtrak from a subsidy to a contractual one.

As it stands Amtrak cant win. Amtrak trys to be profitible by cutting service and Congress/Senate complains about the loss of service in there districts. Everyone agrees more/less that Amtrak is a essential lifeline to the midsection of the USA and the Northeast. My proposal is that Congress US DOT ink and purchase of service contract for 1.5 billion dollers just like METRA/MBTA/Caltran does with the Freight Railroads for the provision of passenger service renewable every 8-10 years. This is better the just handing them a billion every year and hope for the best.If Amtrak fails to perform them another 3rd private party like Herzog or BNSF could bid on the job of providing a national rail service.
