I have to confess but somehow I missed this article in the January issue, it is pretty interesting reading though. Miami gets charged for snow removal, Maine gets charged for Chicago Operations, etc, etc. Managers that promote changes that might increase ridership are punished pay wise because such changes under Amtrak cost accounting also increase costs.
