A light rail accident in Linthincum, MD killed a local high school footbal player

The Light Rail operator was found guilty of not stopping for 30 seconds at the station and the crossing gates were just starting to operate when the driver entered the crossing to be struck by the light rail vehicle.  The light rail operator was found criminally guilty of the incident.

With that being said - it brings up the question - Why did Light Rail management feature that trains should stop for 30 seconds at the station rather than having the crossing gate circuit operate sooner.

There is so much WRONG in this entire incident on both sides of the question.
