Environmental Impact Study.
Charlotte to Mt Mourne is the Purple Line. They are trying to decide whether to build that or the Blue Line Extension (center city to the University area) first.
The Purple Line is closest to ready to start but the Feds have already declined to participate in the funding of that line. The Blue Line is more money, but Federal and State participation is likely, in which case it is less CATS sales tax money.
