Locomotive frame/fuel tank on a truck?

This afternoon while driving back to Aurora from a day trip to Beloit on business I saw what was obviously a locomotive frame, complete with fuel tank and side hand rails on a flat bed truck traveling southbound on IL route 39 south of Rockford heading in the direction of Rochelle (likely not its final destination though).  I could not tell for sure if it was for a G.E. or E.M.D. unit but it looked like a G.E. and was painted a dark grey color (like the U.P. units have). Does anybody know where this might have been coming from and going to?
