Maybe the $2500 per train said to be paid to the CN/IC has something to do with it. Also, it's faster to go east over the UP, usually, then to go to Council Bluffs, wait for a pilot, then wait for the train ahead to get aways ahead so the next train has some room to move.
Only the daily Provisio-Council Bluffs manifest went via the IAIS.
The UP started running some trains on their own line Friday night. Detours should be just about done.
