A PA driving question

I land at PHL at 06.04 and depart at 20.15

It is possible for me to, following. hire car,drive to scranton, do museum, basically photo all the stock, drive to straburg, do the same, get back to PHL, drop off car and get flight?
I might add that i am not one for 'reading all the small print' ,but need to know if it can be done in the time scale.
Driving times would be helpful.

go to world sites atlas.according to that map its about 2 hrs to scranton from philidelphia but dont quote me with traffic and all in our big cities.Stroudsburg you can get on the way back.you'll be driving mostly through the poconos and it isnt winter so you'll have no snow!

I suppose it is possible, but each of those places can easily take a full day. You will barely get a broad brush, let alone the fine print. My advice, and I done all of them, would be to focus on one site like Scranton and spend most of the time there - take the excursion, make it more leisurely. It takes quite some time just to walk around Scranton, it is not a small area.

Sizewise, how is Scranton compared to Baltimore?, and how are they getting on with the rebuilding?
Broke my heart to see the damage.
And one more question, whats the speed limits in PA? and how are the police with regasrds to 'foreigners'?

the last time i was in pennsylvania the limit was still 55.it has speedtraps like other places in the us
