On NS locomotives with the long end designated as front, is the engineer's seat and controls on the customary right hand side, which the the conductor's side on a standard locomotive, or is it on the left?

It's on the right. But, many of NS's locomotives have dual controls.

bruce on ns engines the front of the engine is the end that when the engineer sits and his right arm is on the window sill that end is the front. and out of 3600 units only 52 are duel control stand units and very seldom run as lead unit.
