Most of these cars were stuck at a red light, they didn't go around the gates. They were lined up (or "queued" as they said in an Australian railway-safety ad) on the tracks, and had no place to go! They still shouldn't have been there, although I'm sure none of them expected that a train would come through until after they were through the intersection.
