I just checked my PFE book and indeed that is E.H. Harriman.

On page 9 of the book, in an excerpt from UP Committee meeting, it is written ". . . pursuant to this plan he had heretofore caused a corporation known as 'Pacific Fruit Express' to be organized with an authorized capital stock of $12,000,000." Bruce Jones then wrote "It was pure E.H. Harriman style to 'cause' an organization such as PFE to come into existance. . ."
