Remote control Locomotives.

How far (distance) can a Railroad worker run a Remote controled Locomotive with his joystick controler? The Crews here at the Blair Corn plant use them all the time. And what precautions do crews take to prevent a possible runaway like the one here at Blair occured over 4 Years ago?
