FRA Safety Advisory 2023-03

The fix deepens to regulate train length according to the provisions in the House and Senate bills.

Note that this adds to 2023-2 which was released earlier without the 'train length' provisions.  If I were less paranoid, I'd suspect that a few Government people who woke up and recognized precedent since 1970 requires them to have actual 'safety' concerns to mandate solutions for.

In the interest of fair disclosure I continue to think that requiring a transition to ECP on key trains was a meaningful safety improvement -- just not in emergency -- and that there may be real trouble from long trailing consists that run in without individual truck brakes if there is a sudden stop somewhere toward the front of the train.  And I hate being stuck at a crossing when no strains are inching along or someone misunderstands slack going into White Siding eastbound...
