A Federal judge ordered the union to start negotiating on crew size. The union has filed an appeal.
It was a pretty done deal that the Federal judge would grant the carriers what they wanted. (And that it would be appealed.) The carriers, like labor or any other group, shop around for a jurisdiction that will be sympathetic to their views when seeking court action.
