Oil spill in the Delaware

on Friday nite, an oil tanker leaked oil into the Delaware River, forcing a 10 mile portion of the river of the river to be closed. It is expected to be reopened Tuesday, but it may be up to a week before the irver is reopened. What is the chance that, as ships start to back up waiting to get through, that the ships will unload at a port before the closer and the cargos will be shipped to their final destinations by train?
