Are the electrified mine to mouth railroads in Texas still running? I saw two of these operations, one located in Winnfield, Texas and one around Martin Lake, Texas? If they still are what kind of motive power are they using and are there any books about these?

I remember seeing an article in a railfan magazine about the one at Martin Lake. However, I do not remember which one or when. If I find I will post. You might want to check Kalmbach's magazine index.

I found the article. It is not about a railroad at Martin Lake. It is about Wyoming coal and Texas lignite going to a Texas Utility (TU) plant at Montcello, TX. TU does run an electrified railroad to bring the lignite in. The article is "Tracking Wyoming Coal: A Trip to a Texas Power Plant" by Mike Harbour in the February 1997 issue of RailNews.
