I thought FRA was 12 hours whats going on here? See-

FRA situation actually explained in a footnote in the actual report.

I'm glad the link to this report was posted (albeit in the wrong section of the Forum; it belongs in 'Passenger') but I'm not certain of the spirit in which it's been provided.  I see no particular great scandal or outrage here.  Hopefully Tom (ACY) and others with distinctive competence will choose to comment on this.

This report seems to deal with how hours are calculated for pay purposes.  There are situations where train crews are on the pay clock, but not the HOS clock.  This report also includes employees who aren't covered by HOS.
