Have you looked at either?  Have you looked at or read both?  Railway Age is for rail management and professional railroaders while Trains is more "observer" or fan oriented.  Age tackles problems, finances, operations, etc. with the aim to sell to the railroads and to share professional advice and topics.  Trains looks at railroading often from a hobbyist's view, a fan, historian, admirer, not as deep as most professionals but still be pertinent to today's railroads and railroaders.   Most fans would be bored with Age and many railroaders would probably dismiss Trains.  IMHO, railroaders would be more likely to enjoy and understand both magazines than fans would.

Coolone is a fanzine. The other is a industry publication solely for the industry. like the difference between a high school football fan and an NFL professional player

I agree mostly but I've read some articles and there is definitely overlap between them and I am a railfan and I enjoyed some of the articles

Hasn't even seen Progressive Railroading yet? or Railway Track & Structures (sister publication to RA)?....They are industry advertiser driven, as opposed to Trains.

Be careful how you categorize railroaders -they're a diverse group.

I don't disagree that there is overlap here...and it is more so than David P.Morgan produced.   When I was a teen in the late 50's and early 60's I was given copies of Modern Railroads regularly and read the Official Guide for news, too.  As a fan, I wouldn't turn away anything about railroads and trains.   Today,  there are so many more railfan oriented publications, too.  TRAINS has positioned itself much more differently than before because there are so many fan only magazines as they lean much more toward professional railroading matters of business, government, acquisitions of lines and equipment, etc. rather than the way Morgan and Al Kalmbach approached it, as an avocation rather than as a vocation.  There are plenty of picture, regional, historical, and societies publications which fans appreciate.
