The Saluda Grade

I live between Landrum, SC and Tryon, NC near the east end the Saluda Grade. There are rumors about NS reopening the grade due to the widening of the Panama Canal, the possibility of the deepening of Charleston Harbor, and the shipping of coal from Charleston.  I have seen trucks on the grade tracks spraying for weeds and ties being replaced on the active track right up to the cut in the rail.

My question: is there any truth to the rumors of the opening of the grade?
