Train in cops

yesterday on cops there was an original southern pacific engine without a UP repaint and there was a homeless man sleeping in it[:p][:p][:p]

I though UP had power shortages, I wouldn't have though any engines of UP would have had time to take on anybody but engine and maintainance crews....????

Was it an old issue of COPS? Maybe that is why it wasn't painted UP?
