Doubt that what you are calling a Dispatchers Train Sheet is acutally that....Train Sheets were only maintained in Dispatcher's offices. Most likely what appears something like a train sheet is a MofW Track car lineup. Dispatchers would issue track car lineups to the MofW folk so they could guage the amount of time they could use the track. There was very little if any 'positive protection' of MofW people 'back in the day'. Today most all MofW work takes place with 'positive protection'.

Never too old to have a happy childhood!
Understand your skepticism - because yes, it doesn't really 'belong' there - but there's not much doubt in my mind. Better yet - wait until I get a day with good sunlight in that box, and a few minutes and more capacity on my camera's card - and I'll get some close-up photos of it, post them here, and then we'll decide. Meantime, there it is for anyone who wants to see one.
Meanwhile, here's a photo from Saturday 07 May 2011 of a nearby Lehigh Valley RR main line signal that's still standing, and superficially not in bad condition. The tracks were downgraded in the 1960's, and removed in the early 1990's or so, as best as I can recall. Unfortunately, the signal faces north, and I was there at about noon, so I was essentially shooting up into the sun . . .
Hopefully some effort will be made to preserve it, either there or in a museum or other better display environment, etc.
