Since the image was taken on 12:20 PM with snow falling...

Referring to the Weather Service maps of today's weather events reveal a possible area stretching from Fargo ND to Chicago Il.

Hardly a precise area to guess in.

There is nothing in the image except a red engine with some kind of stripes on the front. That's it; Im betting those are DOT stripes:

You're closest yet with your first guess.

I was facing south on Fisk Rd.  That's the West track just south of where it splits into 2.
