RR Stainless Steel Ash Tray

I have a stainless steel ash tray that most likley bolted to a coach or trolley wall under the window and next to the seats and it tilts over so a porter could empty it. It is embosed with ETAT , Does anyone know what the letters stand for? O r where this came from. I recall NYC had these bolted next to seats.
