Perhaps he did not feel the Milwaukee would actually do the unthinkable aka scrap the PCE. What we do know is this: Quinn worked for a Hill line, yet chose a non-Hill line over the BN presidency. What did he know via the inside that you don't know from the outside?[}:)]
