When is a good time to watch it. And also y does it lag up and sometime just lock up for??

Almost any time during daylight hours is a good time. Lots of traffic on both lines but heavier on UP. The lag time is about three or four seconds between shots. The camera is motion activated and so it may not update scenes if no motion from a train or auto on the street, etc. causes it to activate.

....Dark again it is...and purple sky. We see this reaction every time there is snow on the ground. Looks like the lens is closing down too much when the extra light from the snow is present.
