Who ever wants to run on them leases or buys rolling stock and buys a track slot. Amtrak is failing because Freight Railroads HATE passenger trains becaus they are cahoots with General Moters. [soapbox]-6 Railfans should stop being apoligists for the Railroad Exucutives and take Railroad Labors side more often. To be a railfan means that you like trains not that you worshop the Railroad Corperation.
