NYS&W is largely controlled by NS and CSX who paid a punishing amount of money to buy that influence. They won't sell to an outsider. Even if they did, the state would have to approve it. <br /> <br />Second, the NYS&W does not have a line east of Binghamton. That is the NS Southern Tier Line that NYS&W has trackage rights only over it. The NS is very touchy about the whole thing and then there are the issues with MN and NJT that operate commuter service on the line east of Port Jervis, NY. <br /> <br />LC
