In PA, the state attornery general's office seems to be a popular stepping stone to launch a gubernatorial run from.   I suspect this was the motive all along.

The current PA AG was the former Philly DA and yes he definitely has political ambitions for governor or US Senator.  He's also been joining lawsuit after lawsuit that Dem. AG's in the various states have taken against the current Federal Administration.    He's not alone.    A lot of Dem. office holders in PA are thinking about running against current Gov. Wolf in the 2018 Primary.     Wolf may be vunerable as he is considered not far enough to the left by many of the Dem. voters, especailly Philly and Pittsburgh, who will vote in the closed Primary.
