I never heard the term "Block Truck" before.  Out here, on the BNSF, where REAL railroading is done, all our vehicles are hi-rail equipped, including the section trucks, track inspectors' trucks, roadmaster and trainmaster SUVs, weed sprayers, etc..  We even have a huge dump truck, with a rotating body and boom for a clam-shell or grapple stationed in Shelby.  Our "wheel truck", based in Cut Bank, MT is called the "Gunsight Wheel Truck", for its former domocile, a few miles west.  They roam near-and-far and are a delight to watch changing out a wheel set.  We don't have the luxury of tearing up one of our 4MTs to make a roadway for non-hi rail MOW vehicles!  Yar!  Ours are, mostly, painted white, too.  Not too great for seeing them in a ground blizzard, but what do the bean counters know in Fort Worth?  The only white they have ever seen is paper, of assorted types!  Cool picture, BTW.  Tnx.
