Can't download freeware

Whenever I try to download freeware from the Train-sim.com file library, my computer won't let me.
I select download and the download manager comes up and it seems to download, but when it says the download is complete, a window comes up which says, "You have downloaded a compressed file. Would you like to save this file to a compressed folder for later use or extract this file to a regular folder?"
Whichever way I try, it just won't download the rolling stock or activity onto Train Simulator. Can anyone help me out?

All of the files at Train-Sim.com are ZIP files. You need the software to uncompress them. A free demo is available at...

Having said that, you should know that you MUST read the readme files included with the downloaded files. It will contain instructions on how to properly install the add-on.
