In MSTS, how do you change the names of Controls and Displays and their settings in locomotives? Is this possible?

You have to midify the ENG file of the engine you want to rename.

They are not in the eng file. You need to look in the cvf file, if it is not hardcoded into the sim as some things are.
To change to a differnet cab you can alias to the files. See my tutroial on aliasing in the Lone Wolf Forums at 3dtrains.
