Carondelet Sub re-opening? (St. Louis)

Back in 2002 UP had surveyors out looking at the old ROW which was abandonded in 1991. The rails were taken up somwhere around 96-98...? I heard rumors that the UP needed this line to run coal, and was a good bypass around STL. What does UP send surveyors out to look for in a situation like this. I was also told that the surveyors said the line might re-open. Since then I have not heard a thing and I was wondering if anyone had an update...?
One thing that I have noticed is that half of the line has been paved for a bike trail, but the other half still hasnt and they are having trouble trying to get it paved, could this be because of the UP?
I would love to see this line reopen for the fact that I grew up right on it practically and I would go and watch the local MOPac run.
If anyone wants to see what the line looks like now here is a link...(here it is called the kirkwood-cutoff but refers to the same line)

Thanks
Sean
