I am unable to figure out what these signals are for in Vermilion, Ohio. They are on a two track mainline and are large X's facing both ways. Sometimes they are flashing and sometimes they are always on. I spoke to a maintenance of way employee and he wasn't sure. One guy said it was a quite zone signal (but it faces both ways, and facing west you would already be out of town) The other guy said it was a signal to notify a train if a vehicle was stuck between the gates. If you need a picture I can email one to you.

Thanks for any insight.
