Whatever someone is willing to pay for it.

Note that you have provided effectively NO information. To give a meaningful answer:

What scale?
What gauge? (Standard, or one of several possible narrows.)
What condition?
Original box? (Believe it or not, this is important to collectors.)
As-built, or modified with additional/changed details?

Please note that I have no dog in this hunt. None of the railroads I model ever had a Shay, so I don't see a need to buy one. (I'm an operator, not a collector.)
