i would suggest........a speeder trailer...non powered track apperati....pull the axles off that install a gear drive on 1 axle......install bearings (pillow blocks would work) and chain the gear to the drive clutch on your golf cart
you could take the rubber wheels off the rims and use the rims as wheels, although the axel might not be wide enough so the wheels wouldnt even get on the tracks just fall between.
You should try this some time, just make sure you fill out a form 1137.89J and have a Darwin award aplication ready incase it works because you will need to document it, a video on you tube wouldnt be a bad idea either

Golf Cart = Speeder?? What an oxymoron! You're going to have to do more than reguage the wheels -- and put RR wheels on it! A lot more.
And, if you operate on someone elses railroad, you do need their permission. To do otherwise is a Federal offense (comes under the intentional interferance with interstate commerce provisions).
