What he is probably saying is the light is in the wrong place for that Gevo. The light is suppose to be above and not below.
I don't know otherwise, why they did that since it comes out of the factory with the light mounted above. But maybe they built this locomotive with the light below like that.

There is nothing wrong with that light. They are manufactured like that. As per example the CN DC GEVO, The BNSF DC GEVO

You will also notice the CN unit has rear ditchlights and the red end of train lights. CN's SD70M-2's have the side by side headlights as well.
It is all in the preference.
