Hello, all;
First and foremost, I sincerely aplogogize if I've come to the wrong place, but my fire department wants to create a layout of sorts (actually, without the trains!) so that we can use tapletop simulations in our training. We would like to echo the current hazards we face in our community (which is actually quite a bit, ranging from dams to major highways to unmarked government warehouses; the list goes on and on).

At any rate, I was wondering if anyone might be able to point us in the right direction for procuring supplies for this endeavor (we'd need mostly roads, vehicles, buildings, etc, as well as a way to simulate smoke, fire, and hazardous materials).

Check out FDIC for Disasterville USA. The guy who set it up uses it for a IC class. It has trains and everything on it. He has a train derail followed by the firefighters day from hell! Anything that can go wrong does! The best part is watching 40 yo guys have to run the fire engine from a model station to a scene. As you know it is a code 3 response so you better make siren noises or you dont pass! Its a great trainging tool and can be fun for all in the building of it. I may also suggest a model hobby shop or even the local model railroad club. Good luck and stay low !
