As a regular viewer of the Rochelle webcam, I've noted with interest several projects there; as an example I've noted some upgrades on the signal bridges there; also several excavations which I assume are a part of the signal wiring. Is this routine, or has something "new" been added?

The signal work being done at Rochelle is work that is required for the implementation of PTC on each carriers property. It is some of the Billion$ that each carrier is investing in PTC. As can be see following the construction over the Spring and Summer and now into the Fall, installing PTC is not buying a production product installing it in a day or two and running it.
