I know that one of the latest trends in railfanning is to use a laptop and a modified scanner to view ATCS (for more info go to http://atcsmon.com/ ) This allows one to see the same thing that a dispatcher views.
Are thier any sites which brodcast this over the web, even on a delayed basis?
