Fast Locomotive

I'm looking for any were to find out about the fasted locomotive for a proposed national project in the United States.

Fastest locomotive or train? The Acela runs with power cars and a permanently coupled trainset. It doesn't have any locomotives. And EMUs (Electric Multiple Unit) and DMUs (Diesel Multiple Units) don't have locomotives either...
