Wrinkles are tough.  About all you can do is slit it with an Exacto knife point and brush on some decal setting solution repeatedly until it minimizes itself.

Is there any way to prevent the wrinkles from coming when I apply the decal?

Use decal setting solution immediately after you apply the decal could help, otherwise carefully pull the decal lengthwise while it is still wet BEFORE the setting solution. Never touch it after the setting solution until it's dry. Also, puncture the bubbles and hit them with setting solution as well.
