Is it correct to say that a 2.5 wye turnout the same thing as a #5 normal turnout? And a 3.5 is the same thing as a #7? Thanks in advance.

Yes.  Since a wye has two diverging routes the angle of the frog is twice the angle of an equivalent standard turnout.
