Prodigy Express handheld variation

I purchased a Prodigy Express starter set, and noticed a variation of the button locations on the handheld control unit that is pictured on the box, compared with the handheld with the set.

The speed step botton is located where the F 15 button is; the F 15 button is located where the F 16 button is; there is no F 16 at all on the set in the box; and about 8 other button differences.

I also noticed variations of the images with different dealers on their web pages.

Anyone have any ideas on this; I know of a few people that have complained the Express doesn't have advanced consisting as 'advertised'.
