I have Woodland Scenes coal. What products do I need to use to secure them?

I wet the coal with "wet" water (water,alcohol,& a drop of Ivory dish soap) then use an eyedropper or old syringe to put on a 50/50 mix of Elmers white glue and water. If you don't use the wet water first the glue won't flow around the coal. It is the same way I glue down ballast.
