Who makes the easiest Pennsy diesel antenna kits and what is the easiest way to apply them? Also, does the model have to be repainted, or is it possible to apply them without messing up the paint? Am I asking the impossible?

Bowser makes PRR antenna kits. As far as I know these are the only ones available in HO. They are designed for a variety of PRR units and are brass, but not too difficult to assemble using ACC type adhesives - something like mounting separate grab irons on rolling stock.
With care, they can be mounted with little or no damage to the original finish.
I believe these will also work for those modelling other roads that used the induction-type communications system.
