Trackage and running rights?

Would someone please explain trackage and running rights?
When a feature such as roof walks were banned in interchange traffic (this is what made me think of this) did this mean that they could only run on fully owned track or could they run on one or both "rights"?

Trackage rights allow railroad A to operate over railroad B with railroad A's crews and power. The route becomes part of railroad A's network. Running rights are basically the same as trackage rights.
The key is the word "interchange". Interchange is when one railroad gives control (and a portion of the line haul revenue) of a car to another railroad. Since with trackage rights the "ownership" of the cars never changes, the cars are in the account of railroad A the entire time the train is on railroad B, there is no interchange.
