After the success of the BLII because it solved many of the vision problems of earlier units and still could pull, unlike a switch engine. It however could not be moved during the manufacturing process it had to built form the ground up in one place, this was time consuming and expensive. EMD called on the recently retired *** Dilworth to redesign the locomotive, his design was the ever-popular GP-7.

The answer is in there, but he was NOT lured out of retirement to design it. It was probably his last major project BEFORE retiring though.

AS Randy said, *** Dilworth was not retired, yet! The Bl2 was EMD's attempt to match the RS2 series. The BL2 used a modified version of the truss carbody to produce an engine to match the Alco product. The problem was it was longer, heavier, & cost more to build than an F3.
The second attempt(GP7) was cheaper to build than an F unit, was equal to an F unit in all the basic specs, and 'looked' like a full size road unit - something that the RS body Alco's lacked. And it had the proven EMD power plant that the railroads were familiar with.
As much as I like the RS3(lots of 'texture' with all those louvers), I can see why the GP series won the railroads over. The rest is history.....
