Do I have to put money into a Paypal account before bidding, or does Paypal
withdraw money from my checking account after I win a bid?

I'm already sign up with Paypal

If you link your bank account to your PayPal account, then yes, it will withdraw it out of your bank account. But be careful, PayPal has no way of knowing how much is in there, so don't overspend.

You can do it either way. I used to transfer a set amount each week into the account to keep my book buying on a budget. Now most of my hobby money is going to the LHS so I just let PayPal take the money from the bank account when I win something on eBAy.

I signed up with them shortly after they started business and have never had a problem.

If you do enough auctioning with PayPal, you should get the PayPal Debit card - it pulls from your PayPal account, and if you sign up for PayPal Preferred on your auction listings you get somethign like 2.1% cach back on everything you buy with the debit card - so it's like getting an extra 2.1% discount at the LHS if you use the PayPal card to pay!
I usually can get what I want, but I've been trying to convince the wife to let me have a set hobby budget each month that I would just load into my PayPal account, but so far that hasn't gone over too well.
There WAS a loophole where you could use your PayPal debit card to pay your eBay fees - thus getting a 2.1% discount on eBay fees. But I'm pretty sure they finally figured that out and closed it.
