My N&W EMD SD40-2's

have a small F near the rear? steps up to the walkway, I'm told this is actually the front.

Did N&W run there loco's long hood forward?

If so BLI has them wrong when I select forward on the DCC control it goes short hood first.

Yes some of the NW SD40s were set up for long hood forward operation. I believe even some of the ones that had a low short hood were set up that way also.
