Truck Restraining Springs

What is the purpose of the "truck restraining springs" made by Micro-Trains?
Many of my cars wobble back and forth at slower speeds and I was wondering if the springs might help alleviate the problem. Do I install them on the end of each axle? Thanks for your help.
