I have seen a HO scale track plan that I like. What I would like to know can I use the same track plans (trackage...number of straights, curves, etc.) using N scale trackage and come out with the same Idea except smaller of course?

Generaly yes but not nessisarily in sectonal track which it seems you are planning.

Welcome to the forums.

Since you didn't post a picture of the plan can't tell if it is a island or shelf.  If it is an island (on a piece of plywood) most of the differences wll be in the variious radii of track offered.  If it  is a shelf or at least has aisles just remember you and others working the layout don't change size, so you will have to make some adjustments in the plan.
